The Sanctuary Guardianship & Legal Advocacy Program

Every abandoned child is, among everything else, a legal emergency. Custody, placement, records, benefits, citizenship, inheritance — a child alone in the system faces a wall of proceedings that decide their whole life, conducted in a language no child speaks, at tables where no one may be sitting on their side.

The Sanctuary Guardianship & Legal Advocacy Program exists so that no child of St. Margaret’s ever faces that wall alone: a dedicated legal and social-work partnership serving as each child’s unyielding advocate — the engine of our Replace rung, and the floor beneath our Become rung.

Custody Navigation & Court Advocacy

Focus: Standing beside each child through every proceeding that shapes their life.

Components

  • Dedicated Legal Representation In-house and partner attorneys navigating state custody, dependency proceedings, and placement decisions with continuity no rotating system provides.
  • The Child’s Voice in Court Advocacy built on the child’s own expressed wishes, coordinated with guardians ad litem and court-appointed advocates.
  • Records & Rights Recovery Birth certificates, benefits, immigration status, inheritance claims — the paper identity of a child, rebuilt and defended.

Kinship & Foster-to-Adopt Transitions

Focus: When a child’s road leads to a new family — making that road short, safe, and honest.

  • Kinship Search & Support Finding the grandmother, the aunt, the godparent — and equipping them with the training, benefits access, and respite that make kinship placements last.
  • Foster-to-Adopt Shepherding Legal navigation of the full transition, with our clinical team preparing child and family alike.
  • The Overlap Promise No abrupt handoffs — cottage caregivers, therapists, and routines overlap into the new home, so a child gains a family without losing their footing.

Permanent Legal Protection — the Floor Beneath Become

Focus: For the child no family comes for: a legal family that never expires.

  • Foundation Guardianship Formal, court-recognized permanent protection under St. Margaret’s — reviewed, accountable, and built to survive every birthday.
  • Estate & Benefit Stewardship Special-needs trusts, survivor benefits, and savings guarded with fiduciary rigor until the child can hold them.
  • Protection From Exploitation Standing legal vigilance over the children statistically most targeted — and the fastest lawyers in the state when anyone tries.

The Bridge at Eighteen

Focus: Ensuring the initiative’s children cross into adulthood with their legal armor already on.

Components

  • The Documents of Adulthood ID, records, benefits, health coverage, and accounts — assembled before the eighteenth birthday, not scrambled after it.
  • Supported Decision-Making First For youth who need decision support, the least restrictive arrangement that safety allows — guardianship only where truly needed, and then as narrow as possible.
  • The Handoff That Isn’t One Seamless transition into the adult Lifelong Guardianship & Advocacy Network and the Frassati Threshold Cottages — the same campus, the same people, a legal family that already knows their name.
